Be careful uysing the same anchor text for all your blog comments - mix it up and use your less popular keywords - diversity helps.

Commenting on relevant blogs is more important than commenting on .edu or .gov blogs. In SEO, relevancy matters a lot.

Relevancy is important simply because you are more likely to get real authentic traffic from a blog that relates to your topic - makes sense really doesn't it.

although you are fully correct, but what about people commenting on forum, posting posts with signature which is not relevant to the discussion?

I agree with Hampers. Relevancy is important. You will get real authentic traffic from a blog that relates to your topic.

It really depends on how you comment. I suggest you comment on blogs with cummentluv and really read the articles you are commenting on, don't just copy paste a silly comment, this way you will get the backlink and won't be marked as spam.
Just do not SPAM and write ONLY manually on RELATED blogs!
