It also sees to serve as a submission tool ?

Yet I never formally submitted it to them ?

Yep, every time you update your blog it´s good to let the search engines and social sites know about it.If you have a Wordpress blog (self hosted) you can add a ping list to your blog and the ping is done automatically.Sometimes pingomatic is unavailable, so you can use http://www.pingoat.com/ instead.

Feedburner also has the option to ping various sites each time you publish. In Google's webmasters tools, the feeds page shows when they last downloaded your posts feed, and also has the option to resubmit, if they seem to be slacking
