Here's more information about SearchWiki. In a nutshell, it's a feature that Google has added for those who surf while logged in to their Google Accounts. They can reorder the search results and add comments about various sites. The reordered results are only available to them, but their comments can be viewed by others.

Secondly, How can it end SEO?

Well, for those who think of SEO only in terms of rankings and have never paid attention to conversions and usability and the overall value proposition their sites offer, I can see where it might be a concern.
I mean, you scratch and claw to get high rankings, and if people don't find your site useful, they can drop you down (or even eliminate you entirely) from their personal results. While it won't affect what others see, eventually it can have an effect on your traffic -- and any negative comments visitors leave can potentially affect others' attitudes toward your site and your company.
It means site owners are going to potentially have to stop paying so much attention to rankings alone, and start paying more attention to the quality of their sites.
And it means that the days may be numbered for so-called "SEOs" who offer only "increased rankings" as their sole benefit. (We can only hope...)
Google has said they aren't (right now) using SearchWiki to affect the "un-Wiki'ed" search results. But industry speculation is they might at some point in the future start taking the voting results into account. Then again, because it would be relatively easy for your competitors to try to manipulate the results, they might not.
The folks at Google are pretty good at statistical analysis. (Which is sort of like saying Warren Buffet is pretty good at making money.) I suspect before they do anything toward incorporating SearchWiki results into the standard search results, they'll have done a fair bit of homework to ensure they're filtering out obvious scams and unnatural comment/rating patterns.
