More important to ask: why?

Buying fake likes is against Facebook's terms of service and can get your account shut down. It's a very, very, very bad idea.

Anyone -- anyone -- who tells you they can help you "get away with it" or that it's OK because "everyone is doing it" or that they've got some sort of special "undetectable" system or that they have an agreement with Facebook that their phony paid-for likes won't be penalized... that person is a liar and a cheat and a scammer. You should not trust them at all, much less give them any money.

If you aren't earning as many likes on your own as you would like, you need to work in improving your Facebook presence, not trying to fake it through buying phony "likes."

There is one easy and legitimate way to "buy" Facebook likes, AH -- Advertise with Facebook. You'll find various links to the FB Advertising manager and it's about the cheapest form of advertising around. As low as $5 or $10, I think. (I have found $30 is a good value.)

You can target your promotions, promote your page or a post, and really get quite detailed in your targeting.

And Facebook will LOVE you for spending your money with them.

You can run a campaign with Facebook ads to gain likes. I've found that it is often more productive in the long run to run ads that also send someone to a landing page. There are a variety of ways you can set up a Facebook ad, and if you can manage to get them to opt in to your list in the process of liking your Facebook page, all the better.

If you were to buy likes then why don't just go for facebook ads instead?!
That would be the most accurate and right thing to do.

If you get huge facebook like at a time then Google easily will catch you and penalize your website.
If you want to increase your facebook like, you can use the Facebook Ads to get genuine facebook likes.

Exactly. Google couldn't care less about how many Facebook likes you have. You can get a million FB likes in an hour and Google won't do anything, because they simply don't care.

Facebook, on the other hand, takes a very dim view of phony likes. As others have said, if you want to pay for advertising (or just make a very good FB page and promote through other means), you can attract some real likes.
