Hi foodbevnet. I've seen higher ctr - its possible to get well above that. Typically it is based on (a) prominent placement of the ads (b) blending the ads with the site design/layout. Search google for [adsense placement] and you will see tips that help you with where to place certain types of ads on your page.
The brighter orange/red the color the higher the ctr you will get typically. That's placement. Blending has to with the colors. Make the ads look like your site. Don't use borders around ads/links if your site doesn't use borders around its content/links. Make the background color the same color. Make the color of links similar between your ads and sites.

Your ads are in a top frame separate from the site. In my browser the ads dont even show all the way, because the frame cuts em off. Also it is an image ad, I specify text only. Get rid of the frames and put the ads in line with your content people are viewing/not separate. Test on your pages with highest traffic. Change one variable. Test. Change one variable. Test.
