I think that the problem is in low-quality links. As Google has algorithms that are already work for more than 10 years, it will be hard to refuse them. So according to the fact that 80% of the websites or even 90% are spammy, they cannot apply filters to all their indexed websites which are in the SERP, so that`s why they are trying to make an assessments to such sites and to lower they use in link building. But it`s not the end, There are also social factors and social networks. They are already count how much do you have the brand queries and count the percent of the new links you provided by your sites.
