Depends on what you consider "web development software."

Wordpress is a very widely-used content management system. Is that the kind of answer you're looking for?

Default Detail out your requirements

Depends on what you are building. A lot of things can be done by using CMS. For blogging, use something such as Wordpress, Drupal. If you want to setup a website for selling items, you might consider looking at Shopify, or Magento etc.

If you are looking to build something more flexible using php, that you might consider looking at the Yii framework. I personally use ruby on rails.

I've found that developers worth their salt are using text editors. You can usually tell by looking at the code who is making stuff the right way and who is using a fancy schmancy editor like Dreamweaver.

Torka speaks true though in the content area though. Wordpress, Drupal, and Joomla are all good platforms. I'm partial to WP, but probably because I've just gotten used to it. Regardless, I still find myself either in Geany (a cross platform text editor) or using WP's built in template editor for quick edits to page structure.

I also found Textpattern easy to grasp, but there are way more plugins (this is why I switched) in WP.

I had a client who used to use CoffeeCup for website development and he swore by it. You might want to look it up...it was very easy to use for him.

Myself, I used Indians to build my website. (To see what they were able to do for me, click on the link in my sig.)

I completely agree with craigbass76. Drupal and Joomla are definitely a good platform on which one can work better. Apart from this coffee cup is a web development site.

I agree with craigbass76. Real web developers use text editors and can write code by hand. If that's what you're looking for I suggest notepad++. It's free and great to use.

I wish there was a Mac version Just have to stick to Coda for now.

As much as I hate Windows, Notepad++ is definitely a highlight.

Wordpress, hands down.

It has the widest use (and it is FAR more than a blog system), highly secure (which was a knock against it in the early going), and the most user friendly.

I get clients that have drupal or joomla sites come to me because they want to change to wordpress, usually due to the ease of use. Designers tend to like joomla and drupal because they get recurring work, helping the clients who can't manage their sites...
