Depends on what you consider "web development software."

Wordpress is a very widely-used content management system. Is that the kind of answer you're looking for?

I can't go past wordpress as the main cms for my websites - it is simple and clean to use and has a massive bank of support forums out there.

Default Web Development

For open source the PHP is best and I personally suggest .NET for building a site.

If you are talking about creating a website, than one of the simplest and popular ways has to be Wordpress.

It's a very intuitive content management system that allows you to have a website up and running in no time at all. (Assuming you opt for one of the countless free or premium themes available.)

Wordpress is also extremely sophisticated, should you want to develop your own themes, plugins and have greater control of your site development, it allows you to do so.

That's why it is currently estimated that over 20% of the websites online today are powered by Wordpress. It really is a fantastic system.

Is Dreamweaver CS/CC still the main web development tool nowadays for most websites? Or is the trend slowly shifting to those online site editors like SquareSpace, Webflow and Jimdo?

Depends on what you are building. A lot of things can be done by using CMS. For blogging, use something such as Wordpress, Drupal. If you want to setup a website for selling items, you might consider looking at Shopify, or Magento etc.

Dreamweaver is a popular program for those who like to use WYSIWYG Editors, and pretty easy for people who do not have a whole lot of experience coding. When I develop sites, I just hand code, and upload using FTP. Maintaining the info is pretty easy as I use my own PHP created CMS System.
