I personally have a completely custom website, but that suits me.
I believe off the shelf CMS are very good for smaller websites and clients with little time. They get the basic SEO right for them. I'd prefer the client gets poorly optimised content up there than no content at all. They can hire me to correct it afterwards.
If a client is rich, then they can have the custom CMS that does perfect SEO and expensive development and maintenance to go with it.
