That depends on what you mean by "link building."

If you mean
  • "send out spam emails to every webmaster you can find, extolling the 'SEO benefits' of trading links with you," or
  • "create links yourself on every free directory you can find, create a bunch of spam spun-content 'blogs' and link them to your own site, run a ton of 'classified ads' that all link back to your own pages, and drop a bunch of spam links in forum signature files and blog comment streams,"
then, NO. Not only is that outdated kind of "link-building" NOT required, it's not even remotely useful anymore.

In fact, the most likely result of the spam email method is that your domain gets blacklisted by the email spam services, and the most likely route of the "drop links everywhere" tactic is either (1) your site gets penalized by Google or (2) you waste a lot of time on a tactic that brings you no benefit at all. Or, more likely, both.

Create an excellent website -- something that's worth linking to. Then use good old-fashioned marketing to let others know about your website and all the great stuff they'll find there. Not only will this generate some useful traffic for you, some of those visitors may decide what you offer is good enough to share with their own followers or readers, and the links they give you that way will bring you even more traffic.

That's how "link building" is done nowadays.

As someone who has been building links for almost nine years, lately I’ve felt as if “link” building itself is becoming a thing of the past. It seems like every day there’s a new link that isn’t allowed by Google or another “link building is dead” article making the rounds. Someone I consider a very good SEO recently told me they no longer liked even reading about link building.

Building high quality back links is a good techniques. Try to make backlinks from high PR and high domain authority. Don't forgot to post high quality content is another effective way to get backlinks.

We cannot deny that building links still plays a vital role in maintaining your site's reputation and visibility in the search engine but it will require a consistent quality effort to make it worth it for the website's image to the targeted users.

As mentioned by the other posters, building backlinks is necessary to improve the SEO of your site. The more authority that the source link has, the better your SEO. As for actionable advice:
1. If you have a Facebook Page about your product, ensure that you have regular posts which link to your blog / website
2. If you have a Twitter account, always provide a link to your site there
3. Repeat #1 and #2 for other social media accounts that you have (eg. Quora, Google+, Pinterest, Medium, etc)
4. Request for guest posts in other peoples' blogs and build a link from there
5. Engage article writers on potential topics then build your link from there
6. As you create new blog posts, do reference / link back to your previous blog posts

Many people use auto posting softwares,since it makes their task easy.But,there is a day ,when some these users face penalty from users.So,such things must be avoided.

Yeah, there's this cloud software called Buffer which helps facilitate this. IFTTT also helps.

It is necessary when you cannot meet the on-site guides which mentioned in the Google 200 signals. Your competitors can meet the Google webmaster guidelines, then what special with your website? how can a search engine beat your competitor and replace it with your website?

Only via link building!
