Google remarketing is a mode of advertising to your site visitors who have previously visited your site. It serves as an excellent way to stay engaged with your target visitors. Special offers can also be exhibited to the relevant audience.

For example, two people visit the same article on a news website: as a marketer you might be interested in person A, an executive at a small- to medium-sized company in the technology industry, while person B is a human resources manager, not of particular interest to you. Even though they’re visiting the same exact URL, person A might see your company’s display ad, while person B might see ads from a company like Monster that wants to reach HR professionals.

Stats show re-marketing converts better.

But is this Google Remarketing effective? I feel that focusing on social site networking and SEO will work as good advertising for your site. Further, blogs and newsletter will help to connect with customers.

Google Remarketing or Retargeting is the concept by which the ads are displayed to the customers who has already visited the main website.The conversion rate would be increasing if remarketing is used.

The people who visited your website or used your app before, the remarketing helps you reconnect with them by showing relevant ads as they browse the web, as they use mobile apps, or as they search on Google.

I don't consider social media and SEO as an good advertising but as a medium to establish your website for the target audience will be better.

It is marketing technique through which an advertiser can target those people who visit the website and leave it without taking any action. Later these people will see the product ads in other websites when they visit other websites. They can come back to the advertiser website by clicking those ads

As to the effectiveness of retargeting / remarketing, you may find this article from VentureBeat useful:
Over 90 percent of marketers say that retargeted ads are as good as or better than the gold standard in digital marketing, search ads, according to a recent survey by leading retargeter AdRoll.

And don't forget, you can combine search and retargeting, by using retargeted search advertising. That's when you search on, say, Converse Chuck Taylors and the next thing you know every time you sign on to Facebook you're seeing ads for Chucks in the right-hand column...
