For local marketing you should approach by different ways:
1. Optimizing your landing page for local keywords: Say I am a web design services provider in Florida, Miami, and my targeted audience are from Florida, Dallas, Atlanta, Phoenix... Then I must target these regions along with keyword having fair number of search volume.
2. Local ad post on social media channels are also good option; but remember if your business is B2C then only it is most effective. Products or services associated with good amount are not good option for it. (Well its my experience with the domain I have)
3. Branding, creating buzz are also good option for the same.
