For local marketing you should approach by different ways:
1. Optimizing your landing page for local keywords: Say I am a web design services provider in Florida, Miami, and my targeted audience are from Florida, Dallas, Atlanta, Phoenix... Then I must target these regions along with keyword having fair number of search volume.
2. Local ad post on social media channels are also good option; but remember if your business is B2C then only it is most effective. Products or services associated with good amount are not good option for it. (Well its my experience with the domain I have)
3. Branding, creating buzz are also good option for the same.

Track everything.

You want to have a way to track every phone call and email you receive back to its source. Just asking the client when they call is not accurate or scaleable.

Now that you have that implimented now its time to figure out what you can afford. What is your average sale? for an aggresive budget target 10% of the average sale X the number of sales tha tyou want as your marketing budget.

Based on that budget now you will need to figure out which advertising options are attainable.

You need a website to help you create greater perceived value(GPV) - You need to market this GPV

Audience Sources

from smallest budget to largest (Don't forget time is money)
Craigslist -->
Social (FB Twitter etc)-->
Local Online and Offline Publications -->
on page SEO -->
off page SEO -->
PPC -->
Regional Newspaper-->
Regional Radio -->
Regional TV -->

Before you spend big bucks be sure you are able to convert to sales in the small budget scenerios

Have you tried local classifieds or handing out flyers about your business. Also may try to join some local business networking events - ie meetup.com, your local chamber of commerce or even BNI events.

You might want to build up B2B contacts in person and not solely rely on online marketing.

Get your site listed in google places and bing with the right information so that when someone searches for say pizza the listing shows up on the search.

Do some fun unconventional marketing. Make sure its super cheap and plan on just having fun with it. It helps push your culture and it keeps you "top of mind" with your prospective customers!

A few ideas...
Give out bright balloons with your brand on it
Rent a clown to hand out flyers at random places
Give away really random stuff with you name on it
Hand write one hundred post-it note ads and give them out

I don't know do something fun once in a while!
