I think automating the link exchange process is a bad idea. The only reason these tools are still around is because link building is probably the most time consuming task when it comes to SEO.
Building links manually or using semi automatic tools is best way to drive traffic and build your Google ranking.
Google is getting better and better at detecting the sites that use these automation tools.

Exchanging links basically a traditional way of off page optimization. You make a deal with the website relevant to yours, for exchanging links, i.e reciprocal link exchange. Reciprocal link exchange are of very less importance today.

One way link exchange is the most genuine way of building links, it includes Blog Comments, Forum Submission, Blogging, Article Submissions, Writing guest post for blogs related to your industry, bookmarking & directory submission. One way links have more importance compare to two way or reciprocal link exchange.

Therefore, the correct term to use is, Link Building & not Link Exchange!

so link building, what is actually done? You email a site on its contact us that you think would be relevant to yours and you say what? How do you approach the situation? Very curious.

IMO link building is the most difficult of all SEO tasks. Emailing for links is probably the most difficult way to score a link. Generally speaking, the success rate of begging for links via email is VERY low... kind of like the success rate of direct mail marketing. But there are things you can do to improve your success rate.

One example is to analyze the back link profiles of competitors ranking in the top 20 or so for your targeted keyword phrase to get ideas for potential sites where you might want to get a link. I wouldn't recommend looking beyond position 30 as those sites >30 are sometimes ranked there because they are under penalty for violating Google's webmaster guidelines regarding linking schemes. You don't want to base your linking strategy on someone who is being penalized for how they built links.

Then crawl the sites where you are interested in getting a link. Look for broken links on those sites pointing to external pages. See if the broken link was to a site with content similar to yours. If so then email the webmaster of the site. Let him know that you noticed he has a broken link on page XXX pointing to site YYY. Explain to him that the page no longer exists on site YYY but that you have similar content on your site at ZZZ. They will often thank you for pointing out the broken link by replacing it with a link to your URL.

If you can't find broken links on the targeted site, you have to resort to more creative measures. If it's a blog you're targeting, spend a month or two commenting on their posts. Build a relationship online with the webmaster. Once you're established a report with them, THEN contact them about a link. If you can get them on the phone or meet up with them at a conference over drinks, results will typically be better. But if you have to beg for a link from the blogger via email, at least make sure they know you online before you request a link.

If you sell a product, you can send review sites/blogs a sample of your product. Ask them to evaluate the product and let you know what they think. Often times you don't even have to ask for a link. If they do write a review of your product, they'll almost always include a link to your site in the reveiw even without you asking.

There are lots of ways to build links... most require marketing/sales skills rather than any type of technical skills.

Well, you need to approach where you want to do link exchange. The best would be to drop mail along with the information about the page where you will put their link in your website and the page where you like to put your link along with some information like PR, domain age, domain information and more from your site.

Actually link exchange is very old practice for SEO. Beware of spam links. There are no specifying methods to approach for link exchange. I explained the method through which I did link exchange.

As per my knowledge few back links through link exchange can add good value to your website but maximum back links through link exchange may create a wrong reputation in terms of search engine (like Google) prospective.

Select a website of your niche and go for the high pr website. only high PR and relevant website will profitable in link exchanging.
