Default Directory Submission Is Penalized?

Is directory submission is counted in black hat SEO or effective for link building?

Neither one.

It is not "black hat," nor is it particularly useful for "link building" nowadays. Mostly, it's just a waste of time to submit your site to tons of directories.

Links you create yourself (such as directory submissions) are no longer valuable for Google. They're looking for earned editorial links -- that is, links that other reputable website owners give you because they like your content and want to share it with their own site visitors -- not links that you submitted or "built" yourself.

If you can find a niche directory that is actually used by your target market -- for instance, an industry buyer's guide -- that might be worth the time to get a listing, because it has the potential to send you actual human traffic (not because it's a "link building" activity). For general-interest directories, however -- particularly "free for all" listings -- submission is a total waste of time and effort.

SEO is no longer different than inbound marketing. The site which has more authority, traffic and brand value will pass maximum link juice for SEO. The site which has more authority will only share your content / site when you have something for their readers.

Now in term of directory submission, almost 90% of the directory will pass nothing to your site. Because those are useless. They have only few visitors. Link for high authority website will pass some link juice but thats not too much.

In term of business listing, you can get some SEO juice, but again quality maters. Most of the business listing sites provide nofollow link. And SEO professional believe nofollow links doesnt pass direct SEO juice. But I believe they also help get ranks.

So equation is kind of simple: The site gives link easily will pass less link juice.

In 2016, Offpage SEO will mostly depend on relationship and link able assets building.

Using directory submission will not penalized your site but it would be better if you use different platforms to submit your site like reputable bookmarking site, related guest blogging sites, as well as using social media sites for greater exposures.

The primary value in sites like Yelp is not the business listing itself. As mentioned in another answer, any links pointing to your business will likely be nofollow or otherwise obfuscated so as to not pass any value to your pages.

The value of these sites comes in getting good reviews from your customers. There are many people who will check reviews online before deciding on a company to hire or a restaurant to visit or whatever.

As to general directories such as Hotfrog or Manta. Do you use these directories yourself when you're looking for a business? Do your customers and prospects use them? (If you don't know whether they do, ask them.) If your customers and prospective customers use them, then obviously being listed there would be beneficial. But if your prospects don't use them, then what use are they to you, really? If you're thinking that having a business listing at one of these sites will make a huge SEO difference, you'll almost certainly be disappointed.

Great answers, Torka, as always. I am wondering whether Small Business listing sites that focus on physical location are useful to website only business. Also, I am happy with many small incremental SEO boosts. Would love to know your thoughts.

Default Agree to an extent

While I agree that some sites may not pass a ton of juice, there are several relevant sites that you can submit your business listing to that will help you grow, if done right.

I've learned through the years that a process works, and part of the process that works is directory listings.

No it is not related to Black hat SEO because directory submission is one the Off page activity for generating black links to the website. In these submissions we will submit our website title, keywords and description to highlight our services in the search engines.
