Do you consider reciprocal linking an effective back-linking?

Yes, when you link with a site that has a high page rank.

Reciprocal linking is not my cup of tea. Reciprocal linking appears less organic to search engines and they won't benefit you much.

I do it! Mainly, to my own sites, so that if traffic does not like my flavor, they can go to another site's subject matter.

I believe that reciprocal linking cancel each other out. One-way outbound linking to relevant sites is better than reciprocal linking. Obviously one-way inbound from a relevant site is best.

All high quality links matter. Make sure to diversify your linking strategy and keep in mind that too much of any one kind is not healthy. As we saw with article sites and Panda, too many or too much can get you penalized, eventually.

Actually, it is not very desirable strategy if is win-win situation. In case of win-lose strategy, obviously it hurts a lot.

How about this scenario?

Site 1, on a resource page with few links, links to Site 2 home page to recommend their services.

Site2 quotes and then links to Site 1's blog in their own blog.

That is not reciprocal linking, but will Google see it that way?

How about if Site1 quotes and links to Site2 in a blog post. A week later Site2 quotes and links to Site1 in their blog post?

And then Site2 quotes and links to Site3 in a blog post followed by Site3 quoting and linking to Site1 in a blog post?

This can happen quite naturally and legitimately. But what will google say?

As long as the source website in which you're submitting your link has a high page rank reciprocal or free link both will matter a lot, however I would always go for without reciprocal link.
