Default 5 Second payment transactions

We are on the verge of Beta testing our new Biometric Payment system, which should let consumers complete a transaction from start to finish in under 5 seconds. To do this we have have chosen to eliminate required forms as all the information is supplied to merchant at the time the transaction is processed.

What we are offering is fraud free transactions, but it does come at a price and this is where I am asking you, your opinions.

Since transactions are completed extremely quickly by the consumer, we have decided to make any merchant wishing to use the system, take certain steps to assure validity of their services.

We require the merchant be registered as a business or company and the merchant to have a registered URL.

The way we set it, paying to register a name and a URL with hosting is part and parcel of selling any product or service online. The only exception being Auctions, but we would limit the amount of selling an individual can process without being registered. Again this is to make people accountable for their selling actions and if they choose to make a living even part time from selling, they should be registered.

What is your opinion on this?

If I was considering use this would be a non issue for me.

Interesting concept if you can handle the fraud aspects.
