It is difficult to get backlinks from edu or gov unless we submit press releases or articles in the websites so that they can link directly to our website.

I completely agree with mindstreak that it is quite difficult to get backlinks from .gov or.edu sites. But still you can try using the following search strings:

site:.edu "Your desired keyword" "Post Comment"
site:.gov "Your desired keyword" "Post Comment"

It is possible to get backlinks from such sites by doing blog commenting. Generally, you will get a No Follow link from such sites. Nearly all .edu and .gov sites moderates comments before making it visible and if they sense any spamming then your comment will not be approved.

These sort of links filled with spammers and now many of .edu .gov sites have closed comments.

Instead of getting links from edu or gov, try to get links from trusted sites especially from local sites. It helps you to be visible on your local search results.

I agree with Joe Michael. Google is very aware of these linking techniques and using them can be dangerous to your site. It's best to focus on your visitor and create great content. When your visitors like you, Google will reward you and others will begin to link naturally. Natural links are the best links.

Don't run after .edu and .gov links, rather earn them if possible. Get fresh and valuable content on your site and high pr links will link to you naturally.
Nowadays commenting on .gov and .edu sites is like bull**** and spamming. In that way it'll get your site down on ranking.

Once they were valuable but after Google's several update, not that influential than before it was used to be. So, try to create regular links rather running for Gov or Edu links.
