Default markets served spam?

If we want to attract local visitors who can find us via search engines, where else can we list our areas of service without it looking like spam? The bottom is really the only section to place these keywords. Such a list of localities served only exists to place us in local search indexes, and is not useful once the client has reached the site.

you could create a directory by area/region and add the link to your site wide nav links and site map.

Basically I would just link to a directory of my own creation that lists our markets?
