Yeah, web directories can work but not in all cases. Like if you submit your website onto low quality directories then you'll get nothing. If you can submit your website onto high pr, alexa and good domain authority website and your submission is approved then you can get visitors and increase your website authority. But always try to submit unique description while submitting directories.

Yes, typically it is considered best to not duplicate descriptions from directory to directory. While you want to target keywords appropriately, duplicating every directory across the internet is considered spammy. Best practice, write a unique description for each directory.

I believe that Directory still works for SEO. However active directory sites are in small numbers now but you can reap the benefit of it in order to achieve high rankings in Google.
I agree with the above point of unique description for each submission. If it is not possible to write unique description for each, Use a description minimal times.

Directory submission is now not that much effective technique, but don't totally ignore it as it can help you in getting some backlinks. DMOZ directory is still very effective as it is associated with several search engines like AOL, also the approval process for Dmoz is quite better than other directories. So keep focus on Dmoz.

Apart from it you can do some directory submissions but not in access keep this on low priority and focus on more effective techniques like content marketing and social marketing.

That could be a sign it's dead. DMOZ closed down permanently 14th March, 2017. About two months ago. dead.

Unfortunately, since then before DMOZ shut down web directories are not really helpful when it comes to business reach because there are lots of medium in the web that are most considerable compared to this.

50% correct. First understand that link building techniques clearly. The google is not an human to identify, where the link comes from. If you want to improve your site authority and trust score, you should avoid submitting your websites into poor web directories.

For E.g, If your a suppliers, you have to find the relevant suppliers directory, and submit your website can be good idea.

Why Google reduces the score for directory submission?

Honestly, today there are more than 3000+ web directories available. So, most of the people simply submit their websites into the directories to get only backlinks. However, this technique works in earlier days. But now, most of the search engines reduces the score level, when backlink comes from directory websites.

However, if you find any good web directories that related to your business, submit it. Otherwise, don't submit your website into more common web directories

Thanks
