A lot of this is common sense -- think about it from the SE's perspective. They wouldn't pose a penalty on your website for having low quality links. If that was true we could each sabotage our competitors. That wouldn't serve their purpose of delivering quality, relevant search results.
The penalty could
come if you were linking to low quality, spammy sites - or sites that were obvious link farms.
