All Yahoo Search Submit guarantees is inclusion in the index and frequent re-spidering (so your changes get picked up quickly).
Search Submit does not guarantee rankings, nor -- according to Yahoo -- do Search Submit pages get any kind of boost. There would be, uhm, issues with the FTC if they were to give a rankings boost to these pages without disclosing the paid relationship in their SERPs, so I'm inclined to believe them.
According to Yahoo, ranking is still based on "relevance." All Search Submit is supposed to do is get you in the game. Once they're in the index (whether through "natural" spidering or Search Submit), every page is supposed to stand or fall on its own merits.
I don't think Yahoo is ever going to become a pure "pay to play" portal, at least not until they decide they like shooting themselves in the foot.
