Default So which ad is displayed by Google?

So in the example in this article, we have these 3 keyword match types and corresponding max CPC:

[purple flowers] ** 0.44
"purple flowers" ** 0.21
purple flowers ** 0.07

If the user searches on the term purple flowers in google, which ad (exact, phrase, or broad) is shown to the searcher and how much does that cost the advertiser (assuming the advertiser will pay exactly the max bid shown above)?

Would it be better to have these 3 match types in the SAME ad group or in DIFFERENT ad groups (or different campaigns even).... would that make a difference in which ad as displayed?
