As stated wordpress is a blogging software programmed in PHP. There are a lot of good things to wordpress but a lot of downsides. Can you give more details are what you are trying to do so we can help narrow the best solution for you?

Wordpress is better for the new person in web development and PHP is better for those who want customized website as WordPress has very limited themes.

Both are best, no doubt.
If you are good in Coding than I would say go with PHP.
Otherwise WordPress is open source tool and easy to use and learn.

If you want to develop a simple website where one should be capable to modify look and feel of website by logging into Admin Panel of the website then you should go for Wordpress, Wordpress is a CMS (Content Management System) developed in PHP which is easy to setup and use.

I agree with the others, it would really depend on the situation and what results you are after. But for me personally, start with Wordpress to create your website first then study PHP to create an application of your own if needed.

Wordpress - by all means!

Perfection is the enemy of done, and if you're hanging out trying to learn HTML and NOT getting your website done - you're losing money!

The load speed is fine (most noobs get hung up on image size), it's easy to learn and you will get it done - good enough.
