web designers put counties, zips, cities at the bottom so that if people do a search for -
plumber 30123 - the 30123 being their zip code it is easier for that site to come up in the search engine then those who do not include that information. most people will put- plumber city- in the search query.

I never put counties in.

I add at the top of such a list - We service these areas and neighborhoods,

And contrary to other opinions this has worked and continues to work just fine.
