Your much better off dedicating a page to each location... but the pages should provide unique content specific to that location, which is usually a LOT of work.

Making cookie cutter pages where you simply replace the city and/or state for each page is frowned upon at Google. They are called doorway pages and are violations of their webmaster guidelines.
