You can pay for top position on target keywords.
You can geo target and only display your ads to your target location.
If you have a competitive advantage that you can exploit in a small amount of words and a website that can convert this traffic you have a formula for success.

Now you need to measure your ROI.. Your website needs to support a tracking infrastructure: You need to track every phone call and web form submission back to your adwords campaign.

$100 spend to generate $800 in sales... (13%) that's a little pricy but may work in your business. That's the key, does it work for you.

Once you have figured out what works for you then scale it up.
